Generic Conquest Mission can fire for Subject-Controlled Regions

Please explain your issue is in as much detail as possible.
The generic conquest mission tree is allowed to trigger for regions that is completely controlled as long as at least some of it is under one of your subjects. This doesn't seem to be intentional as all of the missions allow for subject as well as direct control, and so after the 1-year starting mission you can immediately progress through all the rest of the tree (possibly involving replacing the governor).
Steps to reproduce the issue.
Play as a nation with a neighbouring region that you don't fully control directly, but do when subjects are counted. If you cycle through enough missions (or, often enough, even if you don't) you'll come across such a mission.
