Game freezes- buttons still make noise

Please explain your issue is in as much detail as possible.
game freezes after a certain period of time, screen does not change after the freeze occurs but buttons still make noise when hovered over. I have had the crash occur both in-game and in menus, although the crash reporter only opens if the crash happens in menu.

Steps to reproduce the issue.
mouse around, sometimes mousing over a country or button may cause a crash

the jpg above is a freeze which occurred while in game, so there was no crash reporter. i have only had a crash occur while in menu once, but that is the only time it opened the crash reporter.

Edit: it was a freeze resulting from low graphics setting, medium graphics fixed the issue
