Please explain your issue is in as much detail as possible.
I'm waging war against Locrii as Rome but I don't think this doesn't matter. There is still Hipponion which is neutral to me at this moment with just one city. But when I keep fighting with my enemies at Terina (next to Hipponion) enemy troops manpowered to zero (0) are keeping to come back with manpower of zero (0). I think it's because they have no passage to get in their own lands and they are trying to get in them via Hipponion, which I think they don't have an access. This is continuous thing to happen and it's really starting to piss me off as I cannot move my army away because they are always fighting.

Steps to reproduce the issue.
Try to create same situation.

I try to get through it by fabricating a claim to Hipponion and waging war against them too.

(edit) It was solved when i conquered Locrii capital.
