Do you have mods enabled? No

Please explain your issue is in as much detail as possible.
I started a game with Sparta. I conquered 10 city states and made them all Feudatories but then my manpower started reducing to 0 even with only one Cohort. This must be a bug.

I can confirm I am having a similar problem in my current Athens game, I have about 25 feudatories and should be gaining monthly about 500 manpower from pops and another 175ish from feudatories. At the beginning of each month, for example, while I should be gaining at least 600, I instead gain 120 or so manpower which almost immediately then drops by about 35 resulting in a total net gain of only about 90 per month.

Me too, same problem playing Athen. It seems that feudatory manpower is subtracted instead of addicted...
