Exiled ships can blockade ports

Do you have mods enabled? No
Please explain your issue is in as much detail as possible.
Ships that are exiled because their nation owns no ports are not attackable, but are still able to blockade ports. This causes an invincible blockade.
Steps to reproduce the issue.
1) Demand territory another nation's last port while they have ships
2) other nation accepts
3) Ensure other nation ships are exiled
4) declare war on other nation
5) Observe ships blockading the port you demanded in step 1 while exiled
6) Attempt to break the blockade with your own ships.
7) Observe your ships occupy the same sea space without entering combat
Expected: Exiled ships are unable to blockade OR exiled ships can enter combat
