Event removed pirate port modifier but not the fleet

Please explain your issue is in as much detail as possible.
I completed the event chain that removes the pirate haven modifier after pirates set up in skyros, but the pirate fleet still remains in the port and since the modifier is gone I cant remove it.
Steps to reproduce the issue.
choose to fight pirates in event and go land route (dont know if other option leads to same outcome) event then removes the province modifier but not the fleet
