I had been fighting Carthage and relying on the fact they didn't hold the war goal. However after the triggering of a Civil War Carthage's war no longer listed the War Goal so I am now stuck in what is essentially an unwinnable war.
Steps to reproduce the issue.
Have a Civil War take control of the war goal of an enemy/
