Please explain your issue is in as much detail as possible.
I am playing Rhodes and i have 7 cities and 12k men.
All cities and pop loyal and happy.

Allies and great friends in Crete Gortyna love me. I see that they would accept being my tributary.
they have 3 cites and 8k troops.

Right after they become my tributary i had the civil war notification.
I couldn't see why because everyone was loyal and happy in my territory.
Beat 2 civil wars in row couldn't figure out why i had them.

Then looked around internet a bit and saw that subjects had loyalty as well, and low and behold Gortyna has 0 loyalty (+60 becasue he loves me but like -80 because i am not very strong).
I released him and then i didn't have the endless civil wars anymore.
The problem is even though it was my subjects 0 loyalty triggering the civil wars each time it happened he wasn't hostile towards me so each time i beat the civil war nothing changes and it starts an endless civil war cycle

Steps to reproduce the issue.
have a tributary that is not loyal and almost as powerful as you.

Hello!

Can you provide a save from before the civil war happens?
If so, I'll have a look at the situation and check what might cause the problem and if it is an actual bug.

Hey thanks for the quick reply, I will not be able to provide the save before Sunday or Monday but will do!
I am pretty positive it's not a feature, either that or the mechanic is very unclear as to why i have endless civil wars.

To be even more precise I think he sides with the civil war faction in the diplomacy screen but doesn't actually turn hostile, instead he is in a neutral state, making it impossible for me to do anything about it. After i win the war since he is still a subject with a big army the 0 loyalty again triggers the 'Civil war in 12months!'. In the save i will provide if i do not release him it will be my 3rd civil war in a row.

Yeah, this is indeed not what is supposed to happen. I made a JIRA for our bug database.
