Please explain your issue is in as much detail as possible.
In the "greek pharaoh" or how it´s called mission is one specific mission that unlocks a new deity and while this mission is running an event can happen that allows spending money and influence to build a holy site for the new deity. but no holy site actually get´s constructed.
Steps to reproduce the issue.
just do the mission and wait for the event, then pick the option to spend money.
