Disloyal general can be dismissed and replaced

Please explain your issue is in as much detail as possible.
Not exactly a bug, but it seems odd that when disloyal characters raise cohorts, after a year you can dismiss them and appoint a different, loyal general, thereby gaining control of a new free group of cohorts. Maybe this becomes problematic in the event of a civil war, but in the meantime, this cannot be working as intended.

Steps to reproduce the issue.
When a disloyal character spends their own money and raises cohorts, you can dismiss them after 1 year and appoint someone else loyal to you, gaining control of the free army spawned by the disloyal character.
