Description of problem
Disloyal clan doesn't rebel, loyal clan does

What platform are you playing on?
Steam

What game version are you running?
1.0.1 Demetrius

Please select any/all DLC you have enabled.

Epirus flavor pack

Do you have mods enabled? No

Please explain your issue is in as much detail as possible.
I started a game as Ilercavonia, in Hispania. I start with clan chiefs, Mr A and Ms B, both with a large retinue and a rapidly decreasing loyalty. So I figured I would shower A in gifts, and make B rebel. Chief A has loyalty of around 70%, while chief B rapidly reaches ~0%.

Chief B is disloyal, chief A is loyal, timer runs out, civil war starts. But it is chief A that declares the civil war! Chief B is disloyal but doesn't join the rebellion, she just keeps moving around like disloyal generals do. Of course chief B didn't help in the battle, and I lost.

I have attached a save immediately after the civil war starts, couldn't get it before the civil war.

Steps to reproduce the issue.
I guess, play as Ilercavonia, have a single of your generals rebel, and see what happens.

Having a similar/same issue with a pretender army. My sister/wife raised a 30k army upon succesion and triggers a civil war, but then she didn't joint the revolt. Instead two disloyal provinces on the other side of the country revolted(these provinces weren't enough to trigger a civil way themselves).
Then after the revolt is crushed I immediately get a timer for another civil war because the disloyal army is still there. The civil war then triggers again on the other side of the country with the pretender that caused the revolt not actually joining the revolt. Note that the provinces are now loyal, and there never was any other disloyal general.

The save game is from in between the two civil wars. Save started in 1.01, continued in the 1.02 beta.
