Can you do me a favour and try deleting your Documents/Paradox Interactive/Imperator folder, and see if that helps?

We have seen that people occasionally get setup files in their documents folder (particularly if the people have done any kind of modding, where it is an intentional effect). For 1.4, we completely reworked the way our setup files work, and these random files break the setup of the game when you start it.
