Cultural Decision "Ease Restriction on Citizenship" does not increase Culture Citizen Happiness like tooltip indicates

Please explain your issue is in as much detail as possible.
The tooltip for the cultural decision "Ease restrictions on citizenship" claims that you get +6% "Culture Citizen Happiness" (while losing the same amount for Nobles). However, after choosing to enact this decision, I don't find the citizen modifier applied (couldn't test the Noble counterpart, because I don't have that pop type) - even not after a new month started.

Steps to reproduce the issue.
1. Check happiness of any of the citizen pops in my empire
2. Call up the culture menu, check tooltip of "Ease restrictions on citizenship" and enact it
3. Check the pop you investigated under 1) again, but no change to happiness is visible
4. Let game run afew ingame days to end month
5. Check the citizen pop you already checked under 1) and 3) ahain, still no modifier applied
