Ctrl+F8 opens the GUI Editor even in an ironman game, allowing you to cheat

Unlike the console, the gui editor can be opened without the debug mode, even when playing ironman, by pressing Ctrl+F8.
This, for example, allows you to remove "enable" restrictions on buttons, so you can delete forts from the enemy territory.
Since you can undo the changes afterwards, without writing them to the files, the game will still be achievement-compatible.
Steps to reproduce the issue.
1. Start an ironman game
2. Press Ctrl+F8
3. Change the "enable" properties to "yes" for buttons on the province view
4. Remove enemy forts
5. Undo the changes
6. Check whether you can still earn achievements
7. Test whether this works in multiplayer
