CTD when hovering over progress bar of build submenu on province view

Please explain your issue is in as much detail as possible.
Ironman mode
Building a metropolis in Roma. Game crashes to desktop when hovering over the progress bar within the build menu of the province view for Roma.
Audio stutters for a second and then game CTD. Memory exception in log file.
Steps to reproduce the issue.
See above
Click on Roma, click on "build" button on province view.
Hover over progress bar to see the date for completion of the metropolis
Audio stutters for a second then game CTD
Replicated 3 times.
Save game and crash log saved as .rar archive (with copy of save game within it) uploaded as attachments
