Crash to desktop when mousing over urban development

Please explain your issue is in as much detail as possible.
When I mouse over the button Increase Urban development in the city screen, WHILE urban development is ongoing in the city, the game crashes to desktop. This happens consistently (tested 5 times). I have the Punic Wars expansion enabled.
Steps to reproduce the issue.
Select capital of Belgia (Treveria city). Click on urban development to activate it. Then mouse over the green bar to the right of Urban development button as if you were checking the progress on Urban development. The game crashes.
