Crash on opening culture menu as Tylos

Hellenistic world flavor pack, Epirus flavor pack, Magna Graecia Content Pack, Epirus Content Pack
Do you have mods enabled? No
Please explain your issue is in as much detail as possible.
When you start up the game as Tylos and you open the culture menu at any time the game crashes immediatly. Could this be because you don't have any pops of your primary culture which causes the menu to not work?
Steps to reproduce the issue.
-start as Tylos
-click culture menu
