Commenting out lines in adjacencies.csv causes the game to crash

Please explain your issue is in as much detail as possible.
Adding # at the start of any line that doesn't already have one in \game\map_data\adjacencies.csv causes the game to crash on startup.
So if you put another # at the start of this line:
...the game works fine. But if you put a # at the start of this line:
...the game crashes. But if you delete that line entirely instead, the game works fine!
So the problem is only with trying to comment out lines that contain adjacency data. Apparently the code isn't skipping everything past the # like it should and is bugging out somehow.
Steps to reproduce the issue.
Place a # at the start of any line in adjacencies.csv that contains actual adjacency data.

...the game crashes. But if you delete that line entirely instead, the game works fine!
