If the majority of a province is of another culture, say 4:6,

HAS_NOT_PROVINCECULTURE_TRIGGER:1 "Dominant Culture is NOT [CULTURE.GetName]"
is shown as a tooltip. True for all tribesmen of every culture including own culture.

On the other hand there is no problem to colonize with a tribesman of another culture as long as there are at least 50% pop of own culture present.

This behaviour seems a bit odd. But maybe you have something else in mind I just don't get at the moment.
