Colonization does not work across Mare Hyrcanium

Hellenistic world flavor pack,
Epirus flavor pack
Do you have mods enabled? No
Please explain your issue is in as much detail as possible.
Trying to colonize across the water does not work properly across lake tiles/Mare Hyrcanium.
Steps to reproduce the issue.
1. Click Enim
2. Hit Colonize
3. Colonize menu opens
4. Click "Move" on a pop from Zabender
5. Nothing happens.
6. Click ad infinitum, get frustrated, write bug report.
