Chose new major family and only 1 can work yet they still expect 2 jobs?

Please explain your issue is in as much detail as possible.
I gained a new major family when I became a regional power and I picked one of the options it gave me.
However it won't let me give them the 2 jobs they desire.
Many years have passed since then and issue still persists.
Steps to reproduce the issue.
I mean I don't know how could reproduce on a separate game as based on chance but if you load up save I attach then try and recruit someone to government office, no options appear from that family and you can click on family section to verify that family wants more jobs.
