characters are mixed up

Please explain your issue is in as much detail as possible.
characters are in countries ther shouldnt be. ex:
co consul of rome is a no longer character 301 it is character 298, also character 311 is 298's and the character looks completely different. the ruler of euturia looks like a gaul, king of macedon is some persian....

i have already uninstalled and re-installed the game

According to another thread, it could be because of outdated mods and its files screwing with the new game files.

Usually it is the case with people who have modded their games files at some point, or have used mods, but rarely also in other cases, that they get a setup file generated in their documents. Usually you wouldn't really notice, as it would be a duplicate of your normal setup files, and it wouldn't be a big deal. But with the Archimedes Update, we completely reworked how the setup file system works, which means that your game is trying to read these outdated setup files and get a completely broken setup when you start a new game.
