Well, as it turns out the game doesn't check *all* offices of a character, so in this case people being a party leader means their other titles are ignored. Oops.
Good news is that the issue has apparently been fixed on one of our internal builds, so there is hope that it won't affect you for too long.

This should have affected ANY character that was a party leader.
However, the recent hotfix should have resolved the issue.
