Character Hair Missing GFX

What platform are you playing on?
Steam

What game version are you running?
1.0

Please select any/all DLC you have enabled.

Do you have mods enabled? No

Please explain your issue is in as much detail as possible.
The Character portraits have missing hair gfx, so that their foreheads are always showing and their hair appears in patches.

Steps to reproduce the issue.
I opened the game and selected any GUI with a character portrait.

I have a similar problem if I use the most minimal graphics settings.
