Changing a governor while local tribal retinues are raised replaces the tribal chief as commander of the levies

When playing a tribe and having levies raised, the levies are retinues that are supposed to be controlled by tribal chiefs.
Bug: If the governor of a levys home region is switched, the tribal retinues command gets switched as well, to that of the governor
Steps to reproduce the issue.
Play a tribe owning land in more than 1 region.
Raise levies in the second region
Change governor in the region
Observe the change in command of levied troops.
