Centralization Bonus not applied after event

Please explain your issue is in as much detail as possible.
I selected an option in an event to gain centralization modifier for 5 years, but it was never applied. I don't have a SS of the event, but I'll include my game file. I know I selected the right option because I had over 100 gold before the event, and that option required me to pay money.
