Can't invoke omens for other deities after change in pantheon

Please explain your issue is in as much detail as possible.
I'm playing as Sicily created by Syracuse. After capturing Akragas with the temple of Herakles, I decided to swap Athena for Herakles as a god of war in my pantheon. Herakles' omen got locked for 36 months as it should, but all omens for other deities get locked as well, permanently. Now. after 3 years, I can invoke Herakles but anybody else is locked.

Steps to reproduce the issue.
I don't know. I'm playing on Ironman, so I can't load save. I tried to start a new game and do the same thing with Syracuse on start, but it was working as inyended, si I'm not sure what exactly causing it.
ADDITION: Looks like forming Sicily causing this issue.

I ve got same issue: formed Sicily, changed omen, i can't select new one for 36 month in every diet (not only the one i changed).
