Can't include a deity which holy site I have conquered in my pantheon

Magna Graecia Content Pack
Do you have mods enabled? No
Please explain your issue is in as much detail as possible.
Maybe I'm missing something...but why I'm not able to replace here Demeter with Diana, after having conquered the latters HS recently? She is just not appearing in the list of fertility deities.
Steps to reproduce the issue.
Have a look on the pic and/or load the save. In case needed, I could even create a save from before finishing my conquest, if that should be somehow useful for hunting down the issue (if there is one)
