Cant give Character a job

Please explain your issue is in as much detail as possible.
I cant give one Character. Lucius Postiumus a job.
He's not in prison, and I tried most positions but he doesn't show in the character list for the jobs
Eventually when I switched out the Civic researcher he appeared available for that job. Still showing scorned though.
2 others have had same problem.
Steps to reproduce the issue.
Load up Rome and try to give Lucius Postiumus a job
