Can't colonize settlements with holy site present

Please explain your issue is in as much detail as possible.
Playing as Rome: Skodra in Illyria Graeca got reduced to zero population at some point and then I conquered the province. I built up all the provinces surrounding Skodra and got an integrated culture to be the majority population and religion in the settlement, and they are not all slaves, so I should be able to colonize Skodra. However, because Skodra has a holy site, it can't be colonized. I cannot destroy the holy site with an army because I do not own the settlement. This prevents me from fully occupying the province which prevents me from completing one of the first missions of the Greece mission tree. I have the same problem with the settlement of Mantineia in Arcadia.
