Cannot colonize province although enough pops of primary culture present

Hellenistic world flavor pack, Epirus flavor pack, Magna Graecia Content Pack, Epirus Content Pack

Do you have mods enabled?
No

Please explain your issue is in as much detail as possible.
I am trying to colonize the province of Epidauros using Macedon pops that I moved into nearby provinces.
But whenever I have enough pops in a province that province just vanishes from the colonization tooltip while I still cannot click it.

Steps to reproduce the issue.
1. Move sufficient Macedon pops to Salamis or Eleusis.
2. Try to colonize Epidauros

There is a conflict with the levies system and colonization of territories with holy sites, they are working into a solution. Meanwhile another player suggested that building military posts allow to colonize the territory. You need a military invention to do that.

Do you mean this button? I already got the tradition but I cannot click it either, because I don't own the province. Kind of ruined the run for me since it was the last province I needed for the achievement. Thanks for your help anyway!

Have same thing in "Stockhold" province, it has Holy Site too. I lost that province and now can't colonize it either. Even though can colonize all the other Provinces.

I have exactly the same issue with exactly the same province! Can't colonise because of the holy site... Please Bugfix that ASAP, it totally ruins my Rome campaign

Yeah, that territory is bugged. I have Athenia right on the other side of the sea province as Athens but somehow that isn't eligible to colonize that province?!

Tribals can migrate on holy cities too.
