I:R - Cannot call any omens after forming Sicily

Hello, thanks for the bug report. We've looked into it and found the issue

So it probably explains why I can't call omens from my ascended to godhood ruler. Strangly enough, Active Effects are in my case possible for Isis and Hermes as seen on my SS.

Basically, there is a trigger requirement on the (tag exclusive) Syracusan deities which checks very specifically for the Syracusan tag. So when you changed to Sicily, it basically went "Well, you surely aren't Syracuse anymore, and cannot use these deities!". Similarly, your ascended ruler uses the same triggers as the deity it is based on (inheriting the tag trigger check), so it cannot be activated either.
