Buttons not clicking properly

Just updated, now the interface/menu buttons will often not click properly. Sometimes they work properly, sometimes not, apparently at random.
I can see that buttons change to the pressed state, but it does not complete the button click and it just stays pressed - the same as if you clicked the mouse button down but did not un-click the button.
Some things are unaffected though. For example selecting territories or nations has no issues.
My windows and drivers are all up to date. I verified the game files in steam as well. The game worked fine before this update.
The pic attached is an example - changing map modes in the nation selection screen, and I have clicked multiple map modes, the buttons are staying down but not changing the map mode.
