Please explain your issue is in as much detail as possible.
Not sure this qualifies as a bug, but hoping it'll help identify problems with the AI.
Macedon is in a war, and has territory being occupied. They have a 19k stack sitting in Achea doing nothing. They could potentially get military access to return this stack to their main lands via my Sparta + either Megara or Aetolia. This may be blocked by negative modifiers making them uninterested in accepting military access (conflicting interests + competing power). They could also move their army with their 10 ship navy, but they are not. As a result, their army is basically trapped and useless.
Steps to reproduce the issue.
Not "steps" exactly, but likely to reoccur when the AI has disconnected territory and a small navy.
