Please select any/all DLC you have enabled.
Hellenistic world flavor pack, Epirus flavor pack, Magna Graecia Content Pack, Epirus Content Pack

Do you have mods enabled?
No

Please explain your issue is in as much detail as possible.
Barbarians have the same bug in levy composition as the one players are experiencing on Mac and Linux... however this time is on Windows!

Steps to reproduce the issue.
start a new game and wait for barbarians to show up
