Athenian Republic government isn't applied by mission reward

Hellenistic world flavor pack,
Magna Graecia Content Pack

Do you have mods enabled? No

Please explain your issue is in as much detail as possible.
I went through the mission tree for Athens, the event for the celebrations and then the adoption of the government type, the game noticeably slowed for a few seconds, and nothing happened.

Steps to reproduce the issue.
Finish the Ancient Traditions mission in the Democracy in Athens tree, without the two corruption dependent missions completed, unknown if they affect it.

The event itself does NOT change your government.

Thanks, I assumed the event would apply the government as that is what I thought the tool-tip said. Went back and it worked fine.
