Army Stuck in Sea Zone without Navy

Please explain your issue is in as much detail as possible.
I was at war with Egypt and was landing troops from my fleet onto an enemy city, but I made peace with Egypt before they landed and so they couldn't land anymore, but they didn't follow the fleet when I told the fleet to move. They are stuck in the sea zone. I brought the fleet back and tried to get them again but they are still stuck. I tried creating new units from that army but they are still stuck as well. I also cannot disband them so they are just draining attrition till hopefully they all die.
Steps to reproduce the issue.
Make peace with country while troops are naval invading, but before they land.
