Army can freely pass enemy fort instead of being forced into a siege

Please explain your issue is in as much detail as possible.
The problem of forts not always blocking passage or exerting their ZoC has been reported in other threads, but I decided to open a new one, as I supect here a different cause for this behaviour here.

It is probably best to start with the screenshot here...

Why is my army allowed to pass through the territory of Ouxama Baraka, which has a fortress and is under control of my enemy Coniscia? My theory is that the fact that both the starting and the destination territory are under my control and the starting one a fortress as well cause this...but it doesn't feel right.

Steps to reproduce the issue.
1. Check the fortification and ownership state of the territories Segontia Paramika, Ouxama Baraka and Belegia

2. Now look at my army in Segontia Paramika: If you have the intention to move it to Belegia, how should the best legal move under standard IR rules to do so look like? I would expect this route:

3. And now actually give the army the order to move to Belegia - and it will just move through Ouxama Baraka without caring about the enemy fortress there.
