Antigonid Mission Event "Eastern Capital: Price of Victory" fires repeatedly

Please explain your issue is in as much detail as possible.
If you chose not to interrupt building your capital from the mission when war breaks out, this event should not fire again. Instead, it will fire ad nauseum every month or so until either you give up on rebuilding the capital in annoyance, or the mission timer completes.
Steps to reproduce the issue.
1.Start as Antigonids
2. Take the Eastern Capital mission
3. Choose "Nothing can interrupt our Celebrations." to the Eastern Capital: Price of Victory event
4. Wait 1-3 months for the event to pop up again. and again. and again.
