AI war annexed wargoal in a separate war, now I can't siege anything

Please explain your issue is in as much detail as possible.
I've been trying to do the Hereclea Persica achievement, rerolling attempts, different strategies, etc...

I landed an alliance with Phrygia, who declared war on Paphligonia without calling me in.

I declared war on Paph, capped the fort adjacent to my capital which capped those adjacent provinces. Phrygia capped most of the rest of the country and allied countries, although I captured the area around their capital and some other random allied provinces for slaves while Phrygia was sieging forts. Phrygia broke their alliance with me and peaced out the alliance, taking most of their territory.

I played cat and mouse with some remaining enemy forces, and when I went to resiege the remaining territory, it just keeps cycling siege and telling me I won the siege without actually giving me control of the province.

oh also, I tried reloading the save file, which did not resolve the issue.

as a follow up, in another playthrough:
in a war on bithiniya, it was displaying me as being bithiniya at times and I was having the same unending siege problem without any territory having been lost to another war. AI ally capped the territory for me really quickly so i don't have a savegame to post.
