AI recruits donkeys, although they can afford troops

What game version are you running?

What platform are you playing on? Steam

Do you have mods enabled? No

Please explain your issue is in as much detail as possible.
Pretty simple, some time in the game smaller factions seem to disband their 4k archers from the beginning and simply recruit donkeys (1 cohort) with nothing else, tho they can afford it. Happened only in my Sparta run so far. I'd like to add the save file, tho it was some time ago that they disbanded their troops. I don't know how to do that.

As you can see on screenshot 21, it seems that a lot of countries are doing that weird thing.

Edit: When i founded Olympia as client state to Sparta, they did the same to their 3k units in their first 15 days as a independent nation. Got save files before and after that.

Edit 2: FOund the save files in my folder and attached them.
