After the major patch 2.0, the ability to establish a monarchy in Rome was lost. There is a decision to establish a monarchy, but it is simply impossible to fulfill it, since for this it is necessary to adopt a law on the status of a deity, which only monarchies have. Please correct.
Steps to reproduce the issue.
1)Go to the review of the power 2) Look at the solutions and look for the divine blessing. 3) We read and see that one of the conditions is the adoption of a law on the statue of the deity, which Rome can not accept, since it is considered a Republic.
