Admirals not receiving loyalty from cohorts/ships

Please explain your issue is in as much detail as possible.
Admiral's lose loyalty to loyal ships, but do not gain any loyalty from commanded ships; Generals actually receive loyalty from their cohorts but Admirals don't.
Steps to reproduce the issue.
Admiral gains loyal ships, also has non-loyal ships in fleet. Loyalty negatively impacted by loyal ships, not positively impacted by non-loyal, commanded ships as in generals and their armies.
