Achievement "The man who would be king" not firing because of "ghost cities"

Please select any/all DLC you have enabled.

Do you have mods enabled? No

Please explain your issue is in as much detail as possible.
As Bactria going for the "The man who would be king" achievement (own all of Ariana, Bactriana and Gandhara regions as Bactria) it says i own 83/87 cities in Ariana, when that is not true, i own all of it. Am i just blind or is this a bug?
