Accepting Mithridates as Pontus causes primary Cappadocian culture to have slave rights

Please explain your issue is in as much detail as possible.
Playing as Pontus I converted to Cybelene religion (if that matters) and then accepted Mithridates as my ruler but found that I could only raise the minimum 4 legions in my capital region. When I checked the culture tab I found that the Cappadocian culture had slave rights and could not be changed as it is my primary culture.
Steps to reproduce the issue.
1. Play as Pontus
2. Embrace Cybelene Pantheon
3. Accept Mithridates as ruler
