Please explain your issue is in as much detail as possible.
New sighting of a bug/exploit I reported and got confirmed for 1.4.2 here: https://forum.paradoxplaza.com/foru...changing-major-office-holder-30-stab.1382180/

The game does not allow you to swap the holder of a major goverment office when being below 20 stability, but it allows you to to dismiss the character and then to appoint a new one (which is technically exactly the same of swapping).

Since I know that adding the ability to dismiss was an intended change (towards the earlier situation where low stability completely "freezed" the characters in your government"), I assume the missing part here is just the code preventing your from *assigning a new character* while being under 20 stability.

Steps to reproduce the issue.
See my screenshots as guideline, but this should easy to reproduce with either any major office holder in this save...or in any other save with stability below 20. Just check that you can directly swap office holders, but the game does not stop you from dismissing first and then assigning someone new.
