[2.04 beta] Pops of integrated culture with only citizen civil rights promote to noble anyway

Please explain your issue is in as much detail as possible.
This was initially reported by Volkirius here https://forum.paradoxplaza.com/foru...hts-are-set-to-citizen.1465591/#post-27581551 (and I added a confirming save back then). Sadly, that bug never get official confirmation, but it still appears in 2.04.

Getting a save where it reliably happens ingame in a certain territory is quite hard (EDIT: I suceeded though, see following post)
However, there is a quite easy method to see that the restriction is just not there at the game start (see below)

Steps to reproduce the issue.
1. Load my save from right after having started the game with Maurya (or start a game with them yourself). Investigate territories where cultures with civil right level "citizen" have citizen pops - it shouldn't take long to find examples like in my pic where an illegal promotion to Noble happens

2. EDIT: For an example with such a promotion happening during the case of the game see the following post.

3. On the techincal level, I assume that just a piece of code is missing which prevents promotion to noble if an integrated culture is restricted to citizen pop level.

Alright, after constant monitoring promotions in a test save for around an hour and doinng countless saves and reloads I think I have my smoking gun - a reproducible illegal promotion from Citizen to Noble for a citizen-restricted culture in game... :)

See that Avanti pops are only allowed to promote up to citizen...

...and here a "legal" promotion is about to end...

...but what it is finishes, suddenly an Avanti citizen attemps to become Noble:

I attached the save from the moment of the 2nd pic, just let the game run a few days and the illegal promotion of the 3rd pic should happen.
