Please explain your issue is in as much detail as possible.
Instead of the english flavour text (1st pic), you get the replacement "CAPITAL TOOLTIP" (2nd pic).
If you are still looking for a translation in German, here would be my personal suggestion:
"Syrakousai ist die Hauptstadt von Syracusae, zu der mehrere wichtige Handelsrouten laufen
und Handelsgüter hier bringen imperiumsweite Vorteile. Sie erhält auch Boni auf das Einkommen und über sie in Kriegszeiten die Kontrolle zu haben, ist besonders wertvoll"
Steps to reproduce the issue.
Load attached save in German language, navigate to my capital and let the game display said tooltip.
