Please explain your issue is in as much detail as possible.
The tooltip hasn't been updated to the new situation, where Freeman pay taxes now. The tooltip only talks of recruits (what works though, is the green highlighting of both stats) - contrary to the Tribesmen tooltip, who does it right and mentions both types of the pop production.
This affects both English and German language (and probably all others as well, then)
Steps to reproduce the issue.
See pics and/or start/load any game and produce said tooltip.
