Please explain your issue is in as much detail as possible.
If you have under 5000 manpower while trying to befriend a character and the event about "making impression" comes up, the choice which results in the loss of 5000 Manpower is available - and if you take it, you end up with 0 manpower, so having effectively saved anything you lacked!

This itself is -on the first glance- consistent with how IR generally behaves when you lack other ressources needed for an event decision (like PI or Gold), but there is one difference though: Gold and PI will go negative and you have to pay your overspending (and in case of Gold you even might incur debt events). Negative Manpower is sure debatabe ummersion wise, but I would trade in that kind of abstraction (atmospheric explanation: Detraction of future recruits, who don't like to get send in unknown lands for unknown purposes) for fixing this what feels like an exploit too me,

Steps to reproduce the issue.
I attached a save you can run for some time, as I'm in the process of making a friendship and the 3 events are still outstanding.

However, as there are at least four different ones, you might end up unlucky and don't draw the one mentioned above. Reproducing should be easy anyway: Just continue befriending people left and right under the condition manpower <5000 and sooner or later you will hit said event.

While somewhat exploitative, this issue is conisdered to be a grey design area and not a bug per se.
Our designers have been poked and they are contemplating the issue.
